The Coast Guard measures the number of recreational vessels that are registered in one of the fifty states. Pretty much any vessel with a motor OR over 16 feet long has to be registered.
Below is the time series. Why did the increase stop circa 2000? Was Bush anti-boater?! Can President Obama turn this trend?!
